4.2.1 Purpose
The purpose of this procedure is to provide guidelines for conducting essential environmental awareness, periodic training (when that is required) to company employees. Ongoing training is fundamental to the effective and efficient implementation and execution of EMS of the company.
4.2.2 Scope
a) This shall cover all employees of company, whether ashore or onboard vessels and shall include all levels of staff.
b) The prime focus of providing training is to make personnel aware of their responsibility towards implementation and effectiveness of EMS in the following areas:
- (ii) The significance of reducing environmental (Marine, Land & Air) impacts, actual or potential, by company’s personnel and benefits of their improved environmental performance.
- (iii) The potential consequences of departure from specified regulatory requirements and the requirements of operating procedures that have been established to reduce environmental risk associated with the activities of the company.
- (iv) Ensuring that all company personnel have received the required level of training that provides company with professional staff. Their responsibilities are to ensure environmental regulatory compliance and minimize the risk of potential or actual harm to the environment.
4.2.3 Procedure for Environmental Training & Awareness
a) At the time of selection for shipboard duty, Manning offices shall provide orientation and understanding of EMS for prospective crew with respect to their assigned duties or tasks that the crew shall be expected to carry out. If any additional training is required at this stage, it shall be decided prior to finalizing the candidate.
b) All shore-based staff shall be provided familiarization with company’s environmental policies and procedures as applicable to the scope of responsibilities during the induction program.
c) The Company has formulated a comprehensive training Program to address requirements of all employees and shipboard staff as below and covered by EMS Training & Education Plan & briefing of seafarers as per CRW01A and during Pre-Joining or visit to Company office.
4.2.3.1 General Environmental Awareness Training
a) The objectives of the general environmental awareness training are to make all the company employees ashore and on-board vessels becoming aware of:
- (i) The importance of conformance with the environmental policy and procedures and with the requirements of the environmental management system.
- (ii) Their roles and responsibilities in achieving conformance with the environmental policy, procedures, objectives and targets of the environmental management system.
- (iii) The potential consequences of departure from specified operating procedures.
b) New joiners onboard shall receive environmental awareness training as part of the new employee orientation process. This shall be conducted in the manning office in accordance with CRW01A as applicable.
c) Specifically, for shipboard staff:
- (i) Upon embarkation they shall read and sign the EMS Manual.
- (ii) Master shall brief them in precise, on the contents of the policy and general guidelines to follow the procedures of EMS.
- (iii) Periodic circulars and information on environmental protection as provided to vessel shall be discussed during Safety meetings.
4.2.3.2 On board Familiarization training
a) Shipboard personnel performing tasks that can cause significant environmental impacts shall be competent based on appropriate education, training and/or experience. Such personnel shall receive additional on-board Familiarization training when it is determined that they need such training to be made efficient to address the significant environmental aspect(s) that they are involved with in their work assignments.
b) For engine room personnel, Chief Engineer shall be responsible to impart such additional on-board Familiarization training in compliance with E01, Engine Room Familiarisation and.
c) Such training shall include:
- (i) The significant environmental impacts, actual or potential, of their work activities and the environmental benefits of improved personal performance.
- (ii) Their roles and responsibilities in achieving conformance with the environmental policy, procedures and operational control requirements of the EMS.
- (iii) The potential consequences of departure from specified operating procedures.
- (iv) Their roles and responsibilities with respect to the significant environmental aspect that they are personally involved with as an ongoing element of their work tasks and duties.
- (v) Specific training concerning shipboard tasks and duties, and operation of pollution prevention equipment.
d) If additional competence training is required, it is conducted before the crew begins the assigned function. It is the responsibility of the Master and Chief Engineer to ensure that this training is conducted.
4.2.2 Training Process
4.2.2.1 Responsibility and authority
a) HSSEQ group in coordination with the Technical dept., shall have overall responsibility and authority for planning and implementation of training to shipboard and shore-based staff.
b) MTSI shall have the responsibility and authority for monitoring the effectiveness of training provided to seafarers onboard-managed vessels. The necessary competence and training for all employees is given EMS-12 Training & Education Plan.
- (i) Manager of business group has responsibility for planning and providing training and education by external parties.
- (ii) GM’s of marine and technical groups have responsibility for the planning and provision of training and education to company employees engaged in ship management.
- (iii) Managers of marine and technical groups, under the guidance and knowledge of their respective GM’s have the responsibility for planning and implementation of the training and education to the seafarer prior to joining vessel. They shall liaise with respective manning offices to control and monitor the training program.
- (iv) Master has the overall responsibility and the in charge of each shipboard department like Chief Officer and Chief Engineer have the responsibility for practical control of familiarization training and education of all seafarers onboard.
- (v) The Manning offices shall conduct, and monitor awareness training as specified under EPM and provide necessary records and documents to GM of business group.
4.2.2.2 Control of education and training
G.M of Business group, Marine, and Technical groups shall ensure that training of all employees including seafarer is planned, implemented and maintained in accordance with EMS12 EMS Training & Education Plan.
4.2.2.3 Preparation of education/training plan
a) The Marine and Technical groups in association with manning offices have developed procedures and work instructions to clearly define and identify training requirements for office and shipboard staff.
b) Manager of relevant group shall provide training requirements in order to implement the EMP and report to the G.M of business group and G.M of marine dept at the beginning of each year. This shall be formalized as the EMS12 EMS Training & Education Plan. Feedback from vessels, Appraisal reports and Onboard Trainers (As applicable) besides Manning Offices shall also be considered in making such plans.
c) Environmental training shall be integrated where possible with other training Programs that are being provided by the company either ashore or on board.
4.2.2.4 Implementation & Evaluation of training
a) Managers of relevant group and the Master shall implement specified training and education based on the “Training and Education Plan”.
b) Managers of relevant group shall monitor the implementation of training and education and shall report to the G.M of relevant group.
c) SMC shall evaluate the results of the training and education in conformity with the achievement of the objectives and targets.
d) The Top management shall review the training plan if necessary.
4.2.2.5 Record Keeping
a) All Office staff shall submit their induction and Training certificates to System Group who shall maintain the records.
b) Manning office shall prepare and maintain such records and documents pertaining to EMS Awareness training for Sea staff held during Pre-joining and Seminars.
c) Chief Engineer shall record all environmental training in crew’s Personal Training and Record Book HSSEQ-02.
d) At instances where onboard trainers are arranged by company and sailing onboard they shall document environmental training provided in crew’s Personal Training and record Book HSSEQ02. A separate report of environmental training shall be sent to the office by Onboard trainers.
